:: NZ Herald's Rod Emmerson: Fire Service reviewing fleet needs |

So who's telling
porkies now?

What Hall's saying: |

The service's national operations
director, Steve Turek, told the NZ Herald the likely impact of
its proposed "fleet strategy" was not yet known, but admitted it
was "possible" some appliances may go. He said the strategy was
not about reducing appliances in volunteer brigades but it was
"possible" some stations might have appliances taken away.
|
"We've had a good exchange of
information this morning and we've been able to reassure our
volunteer firefighters that was never the case and isn't the
case, and it won't happen," Fire Service Chief Executive Mike
Hall told One News. |
Northland Commander
confirms
government
intimately involved in
Fleet Strategy
Review
According to the Northern Advocate, Northland
region fire commander Trevor Andrews said the Government was taking
an interest in the issue.
"Anything and everything we're doing is in consultation with the
Government," he said. He would not comment further.

Final decision was
always resting on
National Commander
As quoted from the Fleet Strategy Document:
"Fire Region Commanders are expected to submit a business case in
support of any request to change the agreed fleet establishment
allocated to their region. The final decision will rest with the
National Commander".
Quotes from Fleet Strategy Document
"Where multi pump stations have been
highlighted for review, the Fire Region Commander is to submit a
business case to justify the need".
"Fire Region Commanders are expected to submit a business case in
support of any request to change the agreed fleet establishment
allocated to their region. The final decision will rest with the
National Commander".
"Appliances designated for rescue capability shall be a minimum of
a type 2, regardless of location or busyness"
"An Ultra Light appliance shall not serve as a stand alone
appliance within any Urban Fire District"
"Once a new appliance has been allocated to a region it will
generally stay within a region for its whole life"
"There is no intent to implement the proposed changes, in full,
instantaneously... Changes will be made by Fire Region Commanders
incrementally, with an aim of full compliance by 30 June 2009"
This page reveals three different lists of
appliances. The full pdf file is available for download at the
bottom of this page. Two summary tables have been drawn up
which reveal an appliance "cut list" and a list of appliances that
the Fire Service sought comment from regions
about their "operational necessity."
The file lists
301 appliances giving each a “score”, and comparing “Actual”
appliance types with “Establishment” appliance types. The
columns are headed up Region, Cost centre (ie. station), Actual,
Establishment, Score and Rego. A number of appliances have an
“Actual” type filled in, but no “Establishment” type. Most of these,
65 in all, are volunteer appliances. All of these have been
highlighted in the document, indicating that the particular cost
sent may potentially be stripped of the highlighted appliance.
To assist with understanding how an appliance's Score has been calculated, see
the following formula:
|
Score = |
Odometer x
Activity
Nominal
Residual Life |
/ 1000 |
-
Nominal Residual Life
is defined as
25-years for appliance types 1 & 2 as well as specials and
aerials, and 20-years for appliance types 3 & 4.
-
A score of 10,000 means that the Nominal
Residual Life has already expired.
The full pdf file containing all 301
appliances is available for download at the bottom of this page...
